This briefing is a summary of action taken by the Bandera Independent School District Board of Trustees at their recent scheduled meeting. It is provided as a courtesy and not a requirement of the Texas Open Meetings Act. It is not intended to act as the official minutes which are maintained by the Superintendent’s office and approved by the Board at a later date.

Bandera ISD Board Briefings – 3/17/09

Call to Order and Establish Quorum:

  • A meeting of the Bandera ISD Board of Trustees was held on March 17, 2009 at the Bandera ISD Central Office located at 815 Pecan Street in Bandera. Board President, Genevieve Modarelli called the meeting to order at 6:30 PM. A quorum was established with Board Members Rick Groomer, Laurie Neff, Barbara Skipper, Lee Haile, Don Miller, and Genevieve Modarelli in attendance.

Pledge of Allegiance:

  • The Pledge of Allegiance to the United States and Texas flag was presented by Kelsie Karnes and Jackson Love both students from Bandera Middle School.

Recognition:

  • Brad Domitrovich, Bandera ISD Communications presented the recognition items to the Board which included: Kelsie Karnes and Jackson Love from Bandera Middle School were recognized as "Students of the Month" by Superintendent Dr. Kevin Dyes, Board President Genevieve Modarelli, and Principal Gary Bitzkie.

  • Members of the Masonic Lodge #1123 were recognized for their active participation in Bandera ISD’s Texas Public Schools Week activities.

Consent Agenda:

The Board approved the Consent Agenda which included:

  • Approval of the Minutes of the February 10, 2009 Meeting; Budget Status Report; Approval of the Personnel Report which included Resignations and New Hires, Recommendations for Professional Contract Renewals for 2009-2010, Return Employee to Probationary Contract, and Approve New Position; Food Service Report; and Approve Quarterly Investment Reports.

Information:

  • Erin Stevens, Ron White, and Lisa White addressed the Board during Citizen's Comments.

  • Dr. Kevin Dyes presented the Superintendent's Report which included:

    • District enrollment at 2,496 with an Average Daily Attendance of 2,305 and a Year To Date attendance rate of 95.08%.

    • Information on student activities including, Cross-X Debate, Schreiner Art Show, Soccer playoffs, FCCLA State Competition, and BPA Nationals.

    • Lee Haile was recognized for his participation at the Texas School Public Relations Association Conference and a donation check to the Bandera ISD Education Foundation was presented by TSPRA on behalf of the Haile Family Storytellers.

  • Dr. Kevin Dyes presented information on the District and Campus Improvement Committees as stated in board policy.

  • Dr. Kevin Dyes presented information on Estimated Revenues for 2009-2010.

  • Dr. Kevin Dyes presented information on the Energy Conservation Program.

  • Dr. Kevin Dyes presented information on District Capital Improvement and Strategic Planning.

  • Dr. Kevin Dyes presented information on the Accountability Update.

  • Genevieve Modarelli introduced the Board of Trustee Candidates for School Board Election on May 9, 2009. The candidates are Dr. Barbara Skipper for Place 3 and Lee Haile for Place 4.

Regular Agenda:

  • The Board Approved the Resolution Proclaiming the Week of March 22, 2009 as Texas Public Schools Week in Bandera ISD.

  • The Board approved the use of Bandera ISD School Buses to support the Medina Lake Home and Garden Tour.

  • The Board approved the use of Bandera ISD School Buses to support the Medina lake Cajun Festival and Great Gumbo Cookoff.

  • The Board approved the 2009-2010 School Calendar. Two calendars were approved by the Board, one with the flexible year option and one without the flexible year option in order for the District to apply for the appropriate waivers with the TEA.

  • The Board elected to take no action on the Twirler Tryout Rule as stated in the Bandera ISD Band Handbook.

  • The Board approved to cancel the election scheduled to be held on May 9, 2009 in accordance with Section 2.053(a) of the Texas Election Code and the following candidates have been certified as unopposed and are hereby elected as follows: Barbara L. Skipper, Trustee, Place 3 and Lee H. Haile, Trustee, Place 4.

  • The meeting was adjourned at 7:59.
